The Truth About School Vaccine Requirements in Idaho

Myth: Vaccines are required for all students.
Fact: Idaho allows vaccine exemptions for any parent who submits a signed statement for religious or other objections.

According to Idaho Code §39-4802(2):

“Any minor child whose parent or guardian has submitted a signed statement to school officials stating their objections on religious or other grounds shall be exempt from the provisions of this chapter.”

This means schools cannot deny enrollment to your child if you file a valid exemption. You don’t have to use a specific form. You don’t need a doctor’s signature. And you don’t need to explain your beliefs.


How to File a Vaccine Exemption in Idaho

You have two options for filing your exemption:

✅ Option 1: Use a School-Provided or Department Form

Most schools offer a standard form from the Idaho Department of Health and Welfare. While this is valid, many parents are uncomfortable signing it.

That’s because it often includes language that implies you are knowingly placing your child “at risk”—something that feels false and even offensive to families who have already experienced vaccine injury or who have made this decision after serious research.

Just like a child who’s allergic to a medication or food should never be re-exposed, children who have had adverse reactions to vaccines—or who are at higher risk due to family history—deserve the same caution and respect in medical decision-making.

✅ Option 2: Write Your Own Statement

Idaho law allows you to write and submit a simple signed statement instead. Here’s an example based on Idaho Code §39-4802(2) and IDAPA 16.02.15:

Pursuant to Idaho Code §39-4802(2) and IDAPA Administrative Code 16.02.15, I invoke my right to be exempt from the provisions of §39-4801 Idaho Code for personal and family reasons and 'other grounds' in regard to and on behalf of my minor child, [Child’s Name], DOB [Date of Birth].

This statement supersedes any and all previous forms or statements made in regard to this matter.

What Idaho Law Really Says About Exemptions & Privacy

The legal foundation for your rights includes:

🏛 Idaho Code §39-4802(2)

Grants exemption for children whose parents object for “religious or other grounds.” You do not have to explain your belief or religious background. The law covers personal, philosophical, and safety-based decisions.

🧾 IDAPA 16.02.15 (Administrative Rules)

Confirms that a written, signed statement is valid—whether or not you use the state’s form. It must include:

  • Your child’s name and date of birth

  • Your declaration of exemption

  • Your signature

🔒 HB 397 – Immunization Privacy & IRIS Opt-Out

In 2024, Idaho passed House Bill 397, which gives parents stronger rights to opt out of IRIS—the Immunization Reminder Information System that automatically tracks your child’s vaccination status unless you say otherwise.


What Is IRIS—and Why You May Want to Opt Out

IRIS is a state-run vaccine tracking database. It records:

  • Your child’s name, date of birth, and vaccination records

  • Dates, locations, and providers

  • Compliance status with school immunization schedules

This happens automatically, without your explicit consent.

Most parents don’t even know their child has been entered into IRIS. Data is shared with schools, doctors, and state agencies—and stays there until you request removal.

✅ How to Opt Out of IRIS:

  1. Contact IRIS Program at (208) 334-5995 or immunization@dhw.idaho.gov

  2. Request your child’s record

  3. Submit a written opt-out request

  4. Ask that your child’s record be flagged “do not track” or removed
